Oracle Database 11g (specifically 11g Release 2, 11.2.0.4) is the "golden oldie" of the enterprise world. While Oracle has moved on to 19c and 23ai, many production systems still run on 11g.
To get the final, stable version (11.2.0.4), you generally need a support contract to download the patch. But , if you search Oracle Support (Doc ID 1563792.1), you can sometimes find the "Patch Set" if your account is linked to a valid CSI (Customer Support Identifier).
